John Grgurina, Jr. – President
John F. Grgurina, Jr. is the President of PacAdvantage, which provides health insurance to California small employers. As President, Mr. Grgurina oversees all aspects of PacAdvantage: operations, sales and marketing and health plan contracting.

Prior to joining PacAdvantage, Mr. Grgurina was the Chief Deputy Director/Lead Negotiator of the Managed Risk Medical Insurance Board (MRMIB), a State of California agency with the mission of reducing the number of Californians without health coverage. Mr. Grgurina was responsible for negotiating health, dental and vision plan contracts and premium rates. He managed a staff of 45 state employees. Among his accomplishments were the design, negotiation and implementation of full-risk contracts for the state's high-risk pool, its pregnancy program (Access for Infants and Mothers) the small employer purchasing pool (Health Insurance Plan of California) and the Healthy Families Program, a subsidized children's health insurance program.

Prior to joining MRMIB in September 1992, Mr. Grgurina was employed by the State of California's Department of Finance where he performed analytical and consultative duties necessary to carry out the budget and management functions for the Department of Health Services Medi-Cal program, the Managed Risk Medical Insurance Board and strategies to increase coverage to uninsured Californians.

Mr. Grgurina is a frequent speaker and presenter at health care industry conferences, both in California and throughout the nation. A graduate of the University of California at Los Angeles, he received his Master's degree in Public Administration from California State University in Hayward.

Ed Eberhard – Vice-President, Sales
Ed Eberhard joined PacAdvantage in April 2003 as Vice President of Sales. He is responsible for providing strategic leadership, direction, and supervision to the sales team, developing and implementing sales strategies that increase market share, building solid broker relationships and assisting with the design and creation of new products.

Eberhard previously served as President and COO of Denticare/AVP, a large carrier of dental and vision benefits in California and Arizona. Earlier, he served as chief marketing officer for Foundation Health.

David Greene – Vice-President, Marketing
David Greene joined the PacAdvantage team as Vice President, Marketing in December 2002.

Mr. Greene leads the PacAdvantage marketing team and is Vice President responsible for product development, market segmentation, advertising, communications, business and relationship development, and Web site development efforts.

Previously, Mr. Greene was Director of Marketing at Health Net where he oversaw the strategic and tactical efforts of their commercial and government business. These efforts included management of Health Net's small business and distribution channel marketing. His other work experience includes consulting, industrial power sector marketing and working with IBM.

Mr. Greene received his bachelor's degree in Organizational Psychology and his MBA from California State University at Fullerton.

Ira J. Rothman Vice President, Operations, and Chief Information Officer
Ira J. Rothman serves as Vice President, Operations, and Chief Information Officer of PacAdvantage. Mr. Rothman is responsible for operations activities at the Roseville Service Center, which encompasses PacAdvantage enrollment, customer service, training, human resources, and facilities/administrative services. As CIO, he is also responsible for information technology strategy, development, support, and operations.

Prior to joining PacAdvantage in October 2003, Mr. Rothman was responsible for the Managed Care Healthcare Consulting Practice for Cap Gemini Ernst & Young in the Pacific Northwest. Recently at Cap Gemini, Mr. Rothman directed the review of a multiyear business transformation and system implementation effort for a major Blue Cross/Blue Shield plan, designed to transform multiple state plans into a "common back office" and implement new enrollment, membership, claims and customer service systems. He also worked closely with Microsoft to identify and develop business opportunities in the health provider and payer markets.

Mr. Rothman has also served as Vice President of Information Technology, Vice President of Claims and Customer Service and, Senior Vice President of Corporate Service/Integration at Foundation Health Systems (currently Health Net). During his tenure at Foundation Health he managed claims, customer service and training departments consisting of more than 300 staff members.

Mr. Rothman earned his Bachelor of Science degree in Industrial and Systems Engineering at the Illinois Institute of Technology and his MBA in Accounting and Finance from the University of Chicago.

Leesa Tori - Vice President, Program Management
Leesa Tori serves as Vice President for PacAdvantage.

Before joining PBGH in November 2001, Ms. Tori was Director of Client Services as well as Contract Programming and Senior Advisor at IDX Systems Corporation, a provider of health care systems solutions. Her previous experience also includes multiple operations positions at Managed Healthcare Network, including Director of Provider Relations. During her tenure at MHN, Ms. Tori worked with state and local legislators, community providers and health plans on various Medicaid managed care programs throughout the country, including program design for consumers with serious mental illness and children with serious emotional disturbance. Ms. Tori is also experienced in managing commercial, HMO and EAP benefit plans.
